一、招标条件Tendering Conditions

招标人为中石油管道局东非原油外输管道EPC项目部，项目资金来源已落实。本招标项目已按要求履行了相关报批及备案等手续，具备招标条件，现进行公开招标。

The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been confirmed. Now we hereby invite your esteemed company to participate in this bid. The tenderee is China Petroleum Pipeline Engineering Company Ltd East African Crude Oil Pipeline EPC Project Department.

二、项目概况与招标范围 Project Overview and Tendering Scope

2.1项目概况：东非原油外输管道EPC项目起点于乌干达Tilenga CPF（联络线起点），止于坦桑尼亚 Tanga港，总长1539km，其中：干线1443km，联络线96km。乌干达境内392km， 坦桑尼亚境内1147km；全线泵站6座，减压站2座，阀室82座，电伴热站20座（与阀室合建17座，单独建设3座）。该项目业主为道达尔勘探开发公司（上游，联络线部分）与道达尔东非中游公司。计划工期为27个月。

East African Crude Oil Pipeline EPC Project starts from Tilenga CPF, Uganda (starting point of contact line) and ends at Tanga Port, Tanzania, with a total length of 1,539km, including 1,443km trunk line and 96km connection line. 392km in Uganda and 1147km in Tanzania; There are 6 pump stations, 2 decompression stations, 82 valve rooms and 20 electric tracing stations (17 jointly built with valve rooms and 3 separately built). The project is owned by Total E&P (upstream, link line) and Total East Non-Midstream. The planned construction period is 27 months.

2.2 招标范围：本次招标采购物资详见下表 Scope of Supply:

2.3 交货地点 Delivery place

天津港/上海港等主要港口人民币交货价（含13%增值税）

RMB delivery price at major ports such as Tianjin/Shanghai port (Including 13% VAT).

2.4 交货期 Delivery time

供货商提供最短交货期。

The supplier shall provide the shortest delivery time .

三、投标人资格要求 Bidder qualification requirement

3.1投标人要求具有独立法人资格,为此招标项目的专业生产、制造、安装、调试的制造商，对其提供的货物和服务负全部责任；在法律和财务上独立，合法运作并独立于招标人（招标机构）的制造商（可提供自身品牌或业主推荐品牌）。

Bidders shall be manufacturers with independent legal person status, specialized in the production, manufacturing, installation and commissioning for this bidding project, and shall bear full responsibility for the goods and services they provide. They shall be legally and financially independent, operate lawfully, and be independent from the tenderer (tendering agency) (they may provide their own brand or the brand recommended by the owner).

3.2本次招标要求投标人须提供 ISO相关体系认证（有效ISO9001）及相关企业资质（包括但不限于营业执照或注册证书等）, 具有与本招标项目相应的供货能力，投标人需在投标文件中如实写明中标后该批货物的生产品牌，生产地址，如生产、制造加工基地。

For this tender, bidders shall provide relevant ISO system certifications (valid ISO 9001 certification) and relevant corporate qualifications (including but not limited to business license or registration certificate, etc.). They shall have the corresponding supply capacity for this tender project, and shall truthfully state in the tender documents the production brand and production address of the goods (such as production and manufacturing & processing bases) if they win the bid.

3.3投标人需有相应供货业绩。

Bidders shall have corresponding supply performance.

3.4******事务所或审计机构审计的审计报告、财务会计报表包括资产负债表、现金流量表、利润表和财务情况说明书（或报表附注））。成立日期晚于要求年份的，从成立年起计算。如投标人的成立时间不足一个财务年度的或成立时间超过一个财务年度但尚未完成该年度财务审计的，须提供公司出具的财务报表（加盖公章）。

中国境内投标人应财务状况良好（其中资产负债率小于100%），没有处于财产被接管、破产或其他关、停、并、转状态；投标供应商需承诺不存在进入清算程序、被宣告破产或其他丧失履约能力的情形（投标供应商需在其响应文件中提供无上述情形的承诺函）。

如投标供应商中标，采购需求人有权在合同签订前审查其完整的财务报告，若发现投标供应商存在上述情况或风险的，采购需求人有权取消其中标资格。投标供应商需在其响应文件中提供其接受上述条款的承诺函。

(Bidding suppliers within the People's Republic of China) shall provide audited financial reports for the past three years (from 2022 to 2024). These reports include audit reports issued by accounting firms or auditing institutions, and financial accounting statements (covering balance sheets, cash flow statements, income statements, and financial situation explanations (or statement notes)). For suppliers established later than the required starting year, the calculation shall begin from the year of their establishment. If a bidder has been established for less than one fiscal year, or has been established for more than one fiscal year but not yet completed the financial audit for that year, it shall provide financial statements issued by the company (with the official seal affixed).

Both domestic bidders bidders shall have a sound financial status (with an asset-liability ratio of less than 100%), and shall not be in a state of asset custody, bankruptcy, or other states such as suspension, closure, merger, or restructuring. Bidding suppliers shall commit that they are not in liquidation, declared bankrupt, or in any other situation that results in the loss of performance capacity (bidding suppliers shall provide a letter of commitment stating the absence of the aforementioned situations in their response documents).

If a bidding supplier wins the bid, the purchaser (procuring entity) shall have the right to review its complete financial reports before signing the contract. If the purchaser discovers that the winning bidder has the aforementioned situations or risks, the purchaser shall have the right to cancel its winning qualification. Bidding suppliers shall provide a letter of commitment in their response documents, stating their acceptance of the above terms.

3.5信誉要求（适用于中国厂家）：

在国家企业信用信息公示系统（******)、信用中国网站（******）未被列入严重违法失信企业名单或失信被执行人名单。

Credit Requirements (Applicable to Chinese Manufacturers):

The manufacturer shall not be listed in the List of Enterprises with Severe Illegal and Untrustworthy Records or the List of Dishonest Persons Subject to Enforcement on the following platforms:

3.6******有限公司所属项目中无重大质量事故、安全事故，且与CPP无法律纠纷，需提供承诺函。

如制造商为中石油库内供应商，能源一号网入网状态应为：“正常”（针对入网企业）。

商务评议废标项和技术评议废标项：附件3-TBE和附件4-CBE。

Other Requirements:

Bidders shall have no major quality accidents, safety accidents in projects under China National Petroleum Corporation (CNPC) / China Petroleum Pipeline Engineering Co., Ltd. (CPP) in the past three years, and no legal disputes with CPP. A letter of commitment shall be provided.

If the manufacturer is a supplier in CNPC's supplier database, the network access status on Energy One Network shall be "Normal" (for enterprises with network access).

Items for bid rejection in commercial evaluation and technical evaluation: See attachment 3 TBE& attachment 4 CBE.

四、招标文件的获取 Acquisition of Tendering Documents

4.1 招标文件售价200元/标包，售后不退。招标文件发售时间：2025年9月11日8:00:00 至 2025年9月17日23:59:59（北京时间，下同）。凡有意参加投标者，请通过中国石油招标投标网（******)点击“招投标平台”进入“中国石油电子招投标交易平台”报名、购买招标文件。

The price of bidding documents is: RMB 200/package, non- refundable.The time of selling bidding documents is from 8:00:00 on Sep 11, 2025 to 23:59:59 on Sep 17 2025, (Beijing time, the same below). Bidders shall click "Bidding Platform" through PetroChina Bidding Network (******) to enter the "PetroChina E-Tendering&Bidding Trading Platform" to register and purchase bidding documents.

4.2 招标文件获取方式：潜在投标人报名后，须使用中国石油电子招投标交易平台缴费模块进行招标文件缴费（具体操作参见招标公告附件******有限公司）技术支持团队相关人员，咨询电话:******14语音导航“招标平台”，因交易平台或其他非招标机构原因导致的购标失败等问题，招标机构不承担投标人的任何损失。投标人缴费成功后需登陆“投标人自助服务平台”（******:8081）点击业务办理，上传订单状态截图及开票信息，招标机构依据投标人自助服务平台中的信息开具发票。未按要求上传订单状态截图的，将无法开具发票，由此造成的影响由投标人自行负责。

Obtain bidding documents: After registration, potential bidders must use the payment module of the PetroChina E-Tendering&Bidding Trading Platform to pay for bidding documents (please refer to the attachment of the bidding announcement for specific operations), and the system will automatically open the bidding document download permission after successful payment. For questions about the trading platform, please consult the relevant personnel of the technical support team of the operating unit (CNPC Information Technology Co., Ltd.), consultation telephone: ******14 voice navigation "bidding platform", due to the trading platform or other non-bidding institutions caused by the failure of the bid purchase, the bidding agency will not bear any losses of the bidder.After making the payment, bidders need to log in to the "Bidder Self-Service Platform" (******:8081), click Business Handling, upload screenshots of order status and invoicing information, and the bidding agency will issue invoices according to this information. If the screenshot of the order status is not uploaded as required, the invoice will not be issued，the bidder shall be responsible for the impact caused thereby.

五、投标文件的递交

Site submitted electronic bid documents: B104, CNPC Pipeline Materials and Equipment Co., Ltd., No.44, Jinguang Road, Langfang City, Hebei Province. The bidder may submit the electronic version of the bid documents on-site (not mandatory) but does not accept the post. On-site submission of electronic tender documents (USB stick) is valid only in an emergency decryption situation

不接受纸质版投标文件 Hard copy will not be accepted.

5.3 逾期送达的、未送达指定地点的或者不按照招标文件要求密封的投标文件，招标人将予以拒收。逾期传送至电子招标投标交易平台的投标文件，电子招标投标交易平台予以拒收。

The bidding document will be rejected, if the bidding documents are deliveredare exceed the specified time, are not send to the designated place, or are not sealed in accordance with the requirements of the solicitation documents. If the bidding document did not upload to the E-tendering&bidding trading platform within the time limit, the platform will reject the bidding.

5.4 本次招标采取网上电子版提交的方式，以网上电子版为准，不接受纸质版投标文件。

The bidding documents shall be subject to electronic submissions online, and the paper version will not be accepted.
