Brief specification description or basic overview of the project: According to the requirements of the document "Guiding Opinions on Optimizing and Empowering the Hierarchical Management of Community Miniature Fireations in Pudong New Area", combined with the actual situation of Luchao Port Community, with the work philosophy of "reducing police incidents, extinguishing early saving small, reducing personnel casualties and property losses in various emergencies", the 12 neighborhood committees in the jurisdiction of the neighborhood center station: Lu Shuo Neighborhood Committee, Luun Neighborhood Committee, Binhe Neighborhood Committee, Xin Lu Neighborhood Committee, Port Neighborhood Committee, Hai Bin Neighborhood Committee, Lu Mao Neighborhood Committee, Hai Lu Neighborhood Committee Hai Shang Neighborhood Committee, Orchard Neighborhood Committee, Hai Hui Neighborhood Committee, Lu Chao Neighborhood Committee, etc., are built into miniature fire stations with professional, fire engines, and 24-hour duty, so as to improve the fire safety environm

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目是专门面向小微企业采购，评审时小型和微型企业产品不再享受10%的价格折扣。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(c)本项目的特定资格要求：3、须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
4、本项目不允许转包。        

(c)Specific qualification requirements for this program: 3. Must be a legal person or an unincorporated organization established in accordance with the law within the territory of China (this project does not accept branch participating in the procurement activities in their own name);
4. This project does not allow subcontracting.        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
