一、项目概况 Project Overview

浙江省第十五次党代会赋予金华高水平建设内陆开放枢纽中心城市定位,金华市委八届三次全会做出“打造国际枢纽城 奋进现代都市区的决策部署,市委经济工作会议提出港、廊、链三大主战场。即国际陆港枢纽,即浙中科创走廊,即十条重点产业链。

Jinhua City was endowed with the positioning of constructing a high-level inland open hub central city by the 15th Provincial Party Congress of Zhejiang. The Eighth Third Plenary Session of the Jinhua Municipal Party Committee made decisions and deployments to "build an international hub city and strive forward to become a modern metropolitan area." The Municipal Economic Work Conference proposed the "three main battlefields" of "port, corridor, and chain." "Port" refers to the international land port hub; "corridor" refers to the Central Zhejiang Science and Innovation Corridor; and "chain" refers to ten key industrial chains.

《金华国际陆港枢纽专项规划(2024—2035年)》提出打造“一轴两核四组团多节点”的陆港枢纽架构体系,华东国际联运港正是两核之一,是以国际铁路直达和铁海联运为主营业务,兼顾高铁货运和跨境公路运输等运输服务的“一站式”国际多式联运枢纽港。华东国际联运港是金华国际陆港枢纽战略目标能否实现的关键性因素,更是全省实施世界一流强港和交通强省建设的标志性工程之一。

The "Specialized Planning for Jinhua International Land Port Hub (2024-2035)" proposes the construction of a land port hub architecture system with "one axis, two cores, four clusters, and multiple nodes." East China International Intermodal Port is one of the two cores. It is a "one-stop" international multimodal transport hub mainly engaged in international rail direct services and rail-sea intermodal transport, while also accommodating services such as high-speed rail freight and cross-border road transport. East China International Intermodal Port is a crucial factor in realizing the strategic goals of Jinhua International Land Port Hub. It is also one of the landmark projects for Zhejiang Province to implement the construction of a world-class strong port and a strong transportation province.

金华是全国唯一一个生产服务型和商贸服务型国家双物流枢纽地级市。金华拥有中欧班列、“义甬舟”海铁联运两大对外开放通道,是线路最丰富(中欧、中******居全国前五。

Jinhua is the only prefecture-level city in China with both a production service-oriented and a commerce service-oriented national dual logistics hub. Jinhua possesses two major opening-up channels: the China-Europe Train and the "Yiwu-Ningbo-Zhoushan" sea-rail intermodal transport. It is one of the China-Europe Train marshalling centers with the richest routes (China-Europe, China-Russia, China-Central Asia, China-Laos, China-Vietnam) and one of the regions with the largest number of cargo sources in China. The volume of China-Europe Train shipments has consistently ranked among the top five nationwide for many years.

华东国际联运新城位于金华市金义新区,坐落于金华主城与金义新城之间的咽喉地带,是连接城市两大区域的关键节点,定位为以现代物流、生产性服务等功能为主的国际智慧陆港、枢纽经济高地,大力发展现代物流、大宗商品交易,积极拓展产业发展拓展空间,引导含香工业园向临港经济产业发展转型。

The East China International Intermodal New City is located in Jinyi New District, Jinhua City, in the throat area between the main city of Jinhua and Jinyi New City. It is a key node connecting the two major regions of the city, positioned as an international smart land port and hub economy with modern logistics and productive services as the main functions. It vigorously develops modern logistics and bulk commodity trading, actively expands industrial development and expansion space, and guides the transformation of the Huaxiang Industrial Park into a port economy industry.

华东国际联运新城总部中心位于华东国际联运新城服贸板块,依托华东国际联运港区位优势,以打造外综服及新质物流平台为核心,促进“内贸+外贸(跨境)协同发展,是承载国际大宗商品贸易功能落地、重点产业链总部招引、关键服务配套等国际枢纽成关键功能使命的重要节点。

The headquarters center of East China International Intermodal Transport New City is located in the service and trade sector of East China International Intermodal Transport New City. Relying on the advantage of the East China International Intermodal Transport Port area, it aims to create an external comprehensive service and new quality logistics platform as the core, promote the coordinated development of "domestic trade + foreign trade (cross-border)", and is an important node that carries the key functions of international commodity trade landing, attracting key industrial chain headquarters, and supporting key services as international hubs.

二、设计内容 Design content

1.Study on Area Coordination (133 hectares)

(1)   片区城市空间论证

(1) Urban spatial argumentation of the area

片区作为国际服贸板块的核心区域,需进行规划条件论证,各地块与毗邻地块一体化设计要求较高,开发主体拟基本同步实施建设,因此需编制详细城市设计和规划设计条件进行统一管控,在建筑群体及塔楼布局、公共连廊、地下空间联动、沿街界面、绿地广场、出入口组织等方面进行综合协调,确保整体空间风貌协调统一。

As the core area of the international trade in services sector, the area needs to undergo planning condition verification. The integrated design requirements for each plot and adjacent plots are high, and the development subject plans to implement construction basically synchronously. Therefore, detailed urban design and planning design conditions need to be prepared for unified control. Comprehensive coordination should be carried out in the layout of building groups and towers, public corridors, underground space linkage, street interfaces, green squares, entrance and exit organization, etc., to ensure the overall spatial style is coordinated and unified.

(2)   功能业态策划

(2) Functional format planning

明确各地块及周边区域的主导功能、业态类型、规模结构,从发展的角度审视华东国际联运新城总部中心定位和功能。

Clarify the dominant functions, business types, and scale structure of each plot and surrounding area, and examine the positioning and functions of the headquarters center of East China International Intermodal New City from a development perspective.

(3)   总体布局

(3) Overall layout

从塑造地域特色,形成标杆多式联运产业新城总部中心角度出发,控制和引导城市风貌。依照功能,重点研究创新产业平台构建和街区式布局模式、开发强度分布以及开发时序。应采用适合基地实际情况的街巷尺度进行开发,地块功能提倡混合利用。建设功能、高度和强度应考虑公铁运输噪音的影响。

From the perspective of shaping regional characteristics and forming a benchmark multimodal transport industry new city headquarters center, control and guide the urban landscape. Based on the functions, focus on researching the construction of innovative industry platforms and block layout models, distribution of development intensity, and development timing. The development should be carried out at a street and alley scale suitable for the actual situation of the site, and mixed use of plot functions is advocated. The construction function, height, and intensity should consider the impact of noise from public and railway transportation.

(4)   空间形象设计

(4) Spatial image design

打造园区整体空间形象,协调好总部中心办公、商业、酒店等片区内其他功能的空间形态,进行公共开放空间整体设计,加强空间可识别性和标志性,提升片区的品质和品牌效应等。

Create the overall spatial image of the park, coordinate the spatial form of other functions within the headquarters center office, commercial, hotel and other areas, carry out overall design of public open spaces, strengthen spatial recognizability and symbolism, and enhance the quality and brand effect of the area.

(5)   交通组织设计

(5) Traffic organization design

明确交通组织,优化机动车和慢行交通线网、内部交通流线组织、车站与周边地区的交通衔接等。梳理慢行交通系统,包括非机动车,行人步行空间及线路组织。针对原市政道路规划,可根据建筑方案设计情况,提出建设性改进意见和建议。

Clarify traffic organization, optimize the motor vehicle and slow traffic network, internal traffic flow organization, and transportation connection between stations and surrounding areas. Sort out the slow traffic system, including non motorized vehicles, pedestrian walking spaces, and route organization. Regarding the original municipal road planning, constructive improvement suggestions and recommendations can be proposed based on the design of the building scheme.


?2.Development format planning16.16 hectares

定位功能与产业引导结合案例研究和市场分析,根据陆港新型业态和发展趋势,结合“港·产·城·贸”战略体系,梳理陆港总部必备功能,以及后续拓展功能,对16.16公顷内开发建筑的具体功能业态及相应规模进行概念性策划,并反映在方案设计中。

Combining case studies and market analysis of positioning functions and industry guidance, based on the new formats and development trends of land and port, combined with the "Port, Industry, City, Trade" strategic system, the essential functions of the land and port headquarters are sorted out, as well as the subsequent expansion functions. The specific functional formats and corresponding scales of the buildings developed within 16.16 hectares are conceptually planned and reflected in the scheme design.

案例对标研究:对标研究国内外陆港总部业态类型和特征、运营情况、货物类型、必备功能、入驻企业名单,确定各业态功能。

Case Benchmarking Study: Benchmarking the types and characteristics of domestic and foreign land port headquarters' business formats, operating conditions, types of goods, essential functions, and list of settled enterprises to determine the functions of each business format.

目标定位:华东国际联运新城是金华市建设“国际枢纽城”的核心载体,旨在整合区位、物流、产业等优势,打造华东第一陆港、“一带一路”大宗商品交割中心及国际枢纽门户。总部中心需聚焦“港·产·城·贸”融合,形成链主企业引领、产业链协同、物流服务高效、国际商贸活跃的综合性枢纽平台,服务于长三角一体化及全球供应链网络。对标国际一流陆港枢纽,融入智慧物流、绿色低碳、数字化服务等前沿理念。

Target positioning: East China International Intermodal Transport New Town is the core carrier for Jinhua to build an "international hub city". It aims to integrate the advantages of location, logistics, industry, etc., and build the first inland port in East China, the "the Belt and Road" bulk commodity delivery center and the international hub portal. The headquarters center needs to focus on the integration of "port, industry, city, and trade", forming a comprehensive hub platform led by chain owners, coordinated industrial chains, efficient logistics services, and active international trade, serving the integration of the Yangtze River Delta and the global supply chain network. Benchmarking against world-class land port hubs, integrating cutting-edge concepts such as smart logistics, green and low-carbon, and digital services.

功能协同:实现物流、贸易、金融、科技等业态的垂直整合,强化“供应链-产业链-创新链”三链融合。兼顾办公效率与生活配套,打造“15分钟产城生活圈”。总部中心、公路港运营中心、现有运营中心的功能协同。

Functional synergy: achieve vertical integration of logistics, trade, finance, technology and other business formats, and strengthen the integration of the "supply chain industry chain innovation chain" three chains. Balancing office efficiency and living facilities, creating a "15 minute industrial urban living circle". The functional coordination among the headquarters center, highway port operation center, and existing operation center.

策划要点:功能业态、空间布局、垂直交通、动态交通、静态交通、招商重点、运营建议等,提出各功能定量指标要求。根据业态需求形成招商长、短名单。

Planning points: functional formats, spatial layout, vertical transportation, dynamic transportation, static transportation, investment focus, operational suggestions, etc., propose quantitative indicator requirements for each function. Form long and short lists for investment promotion based on business requirements.

分期开发:考虑01地块和02地块分期开发,在业态、功能、空间上可分可合,即01地块开发能满足主要功能需要,02地块开发后能与01地块形成补充又不重复。

Staged development: Consider the phased development of Plot 01 and Plot 02, which can be divided or combined in terms of format, function, and space. Plot 01 can meet the main functional needs, while Plot 02 can complement and not duplicate Plot 01 after development.

3. Conceptual Scheme Design (16.16 hectares)

在满足整体风貌与运营管控的前提下,应积极响应开发业态策划多样化功能业态的要求,提出合理的业态组合和规模,实现土地集约利用。对上位规划和城市设计提出的交通线网和业态定位进行优化,提出面向高效、高品质的一体化设计思路。

On the premise of meeting the overall style and operational control, we should actively respond to the requirements of developing diversified functional business formats, propose reasonable business format combinations and scales, and achieve intensive land use. Optimize the transportation network and business positioning proposed by the upper level planning and urban design, and propose an integrated design concept oriented towards efficiency and high quality.

(1)   各地块主导功能及其配套服务用房的平面布置

(1) The layout plan of the main functions and supporting service buildings of each plot

首先结合片区总体布局进行地块总平面图设计,再根据功能分区与不同细分功能确定主要功能分布,绘制建筑单体平面图、剖面图及相关分析图。

Firstly, based on the overall layout of the area, design the overall plan of the plot. Then, determine the main functional distribution according to the functional zoning and different subdivision functions, and draw the plan, section, and related analysis diagrams of individual buildings.

(2)   各楼栋的建筑形态、立面设计

(2) The architectural form and facade design of each building

根据整体空间形象,渲染各地块的整体鸟瞰图、沿街面和主要视角的建筑透视效果图。需提供各单体建筑重要视角的彩色立面图、单体建筑材料的运用分析。需提供室内重点区域、室外重点节点设计意向图。

Based on the overall spatial image, render the overall bird's-eye view of each plot, as well as the architectural perspective views along the street and from the main perspectives. Color elevation drawings of important perspectives for each individual building and analysis of the use of building materials are required. Design intent diagrams for key indoor areas and key outdoor nodes are required.

(3)   地下空间利用

(3) Underground space utilization

合理安排总部中心区域01地块、02地块的功能空间布局、地下空间利用,滨江一侧充分利用场地高差、自然水体进行功能空间布局,减少对生态环境的破坏。结合研究范围的整体格局,有效组织各类功能的分布,强化地上地下功能的互动,尤其是与站点间的联动关系。

Reasonably arrange the functional space layout and underground space utilization of the 01 and 02 plots in the headquarters center area, and make full use of the height difference and natural water bodies on the riverside side to layout the functional space and reduce damage to the ecological environment. Based on the overall pattern of the research scope, effectively organize the distribution of various functions, strengthen the interaction between above ground and underground functions, especially the linkage relationship between stations.

(4)   交通设计

(4) Transportation Design

规划交通空间组织应合理高效,根据各项目人流情况和道路等级,合理确定各地块出入口位置。统筹片区慢行交通系统,合理设置架空层和停车空间。

The planning of transportation space organization should be reasonable and efficient, and the entrance and exit positions of each plot should be reasonably determined based on the flow of people and road grades of each project. Coordinate the slow traffic system in the area, and reasonably set up elevated levels and parking spaces.

(5)   景观设计(含城市阳台)

(5) Landscape design (including urban balconies)

景观方案应满足各地块的功能需求,以及片区整体协调的要求。设计风格应与华东国际联运新城定位、城市建筑风格相协调,打造具有金华特色的港务新城景观空间。结合建筑布局和设计风格,充分研究各地块的室外用地空间和景观软硬景设计。在满足基地内景观功能的同时,充分结合东阳江北岸滨江资源,对地块南侧堤防景观方案(10.8公顷)进行整合提升,做到与片区整体打造。

The landscape plan should meet the functional requirements of each plot and the overall coordination requirements of the area. The design style should be coordinated with the positioning of the East China International Intermodal New City and the urban architectural style, creating a harbor new city landscape space with Jinhua characteristics. Based on the architectural layout and design style, fully study the outdoor land space and landscape soft and hard landscape design of each plot. While meeting the landscape functions within the base, fully integrating the riverside resources on the north bank of Dongyang River, the landscape plan for the south embankment of the plot (10.8 hectares) will be integrated and improved to achieve overall development with the area.

(6)   梳理开发时序

(6) Sort out the development timeline

从总部园区整体运营的角度审视片区内各功能板块的开发建设时序,明确工作逻辑和资金平衡体系。在01地块先于02地块开发的大框架下,可对01地块内的开发时序进一步细化,形成滚动开发策略。

From the perspective of the overall operation of the headquarters park, examine the development and construction sequence of each functional sector within the area, clarify the work logic and funding balance system. Under the framework of developing the 01 plot before the 02 plot, the development timeline within the 01 plot can be further refined to form a rolling development strategy.

(7)   投资估算

(7) Investment estimation

确定片区16.16公顷内合理建设规模、功能项目和开发时序,提出可操作可实施的开发建议,拟定投资估算。

Determine the reasonable construction scale, functional projects, and development timeline within 16.16 hectares of the area, propose feasible and implementable development suggestions, and prepare investment estimates.

4.方案设计及后续配合(16.16公顷)

4. Scheme design and subsequent coordination (16.16 hectares)

中标单位设计工作服务范围应包括:方案设计报批及项目建设全程的效果把控,包括向后续初步设计单位的提资文件(含平面、立面、剖面、节点大样等)、幕墙概念方案设计及指导性节点大样,需满足专项设计单位和政府报建的意见要求,确保其可实施性。同时,需对土建施工图设计配合及施工过程配合、提供设计技术交底等工作,并需配合其他专业专项设计等工作(包括但不限于以下内容:园林景观设计、灯光设计、标识系统设计、幕墙设计、室内二次装修设计等)及招标文件(含设计合同,下同)规定的其他工作内容。

The scope of design services provided by the winning bidder should include: scheme design approval and overall project construction effect control, including submission of information documents (including plans, elevations, sections, node details, etc.) to subsequent preliminary design units, conceptual design of curtain walls, and guiding node details, which must meet the opinions and requirements of special design units and government construction applications to ensure their feasibility. At the same time, it is necessary to cooperate with the civil construction drawing design and construction process, provide design technical disclosure, and cooperate with other specialized design work (including but not limited to the following: landscape design, lighting design, signage system design, curtain wall design, interior secondary decoration design, etc.) and other work content specified in the bidding documents (including design contracts, the same below).

三、功能和指标要求

1. 用地位置

1. Land use location

协调研究区范围面积为133公顷,西至经四路,东至站前路,南至东阳江、北至金瓯路。方案设计项目两个地块用地性质:商务金融用地(0902),商业用地(0901)。该地块用地性质为商业商务金融混合用地。

The coordinated research area covers an area of 133 hectares, extending west to Jingsi Road, east to Zhanqian Road, south to Dongyangjiang, and north to Jin'ou Road. The land use nature of the two plots in the scheme design project is commercial and financial land (0902) and commercial land (0901). The land use of this plot is a mixed use land for commercial, commercial, and financial purposes.

四、 工作内容 Design content

1. 资格预审阶段

1. Solicitation stage

概念提案需根据设计任务书及附件中的项目介绍、项目定位、建设内容等信息,阐述对本项目核心要点和问题的理解。表达初步设计构思或设计意向、核心设计理念或愿景。针对本项目的建设策略和建议。

The conceptual proposal should elaborate on the understanding of the core points and issues of the project based on the project introduction, project positioning, construction content, and other information in the design task book and attachments. Express preliminary design concepts or intentions, core design concepts or visions. Construction strategy and suggestions for this project.

2. 方案征集阶段

2. Scheme Solicitation stage

概念方案设计需完成总体设计(建筑布局、慢行交通、生态景观、开放空间等),各地块建筑功能策划分析(具体功能业态、各项指标、后期运营等进行比选研究并提出建议方案),各地块的建筑概念方案(设计效果、设计理念、主要功能平面布局,以及景观概念方案)。

The conceptual design needs to complete the overall design (building layout, slow traffic, ecological landscape, open space, etc.), analyze the functional planning of each plot of buildings (comparing and proposing specific functional formats, various indicators, and later operations), and develop the conceptual design of each plot of buildings (design effect, design concept, main functional layout, vertical design, investment estimation, and landscape conceptual plan).

3. 方案设计阶段

3. Scheme development stage

中选单位将根据评审专家及政府主管部门的意见进行方案深化。方案设计需达到方案报批深度要求,为下一步初步设计、施工图设计提供支撑。包括对建筑方案的优化、深化、修改、完善、设计估算编制等工作。

The selected agencies will deepen their schemes based on the opinions of the review jury and government authorities. The scheme depth needs to reach the preliminary design in all specialties, and provide the ground for next-step inventory preparation, construction bidding, and feasibility of project implementation. It included the optimization, development, modification, perfection, approval and design estimation preparation of the architectural program.

4. 后期服务阶段

4. Subsequent service stage

中选单位对项目效果进行全周期统筹,审核其他各个专业的初步设计、施工图设计和深化设计,负责对本项目用材、色彩、比例等进行审核确认等。需对土建施工图设计配合及施工过程配合、提供设计技术交底等工作,并需配合其他专业专项设计等工作(包括但不限于以下内容:园林景观设计、灯光设计、标识系统设计、幕墙设计、室内二次装修设计等)及招标文件(含设计合同,下同)规定的其他工作内容。

The selected unit is responsible for the full cycle coordination of the project effect, reviewing the preliminary design, construction drawing design, and detailed design of other specialties, and confirming the materials, colors, proportions, etc. of this project. It is necessary to cooperate with the civil construction drawing design and construction process, provide design technical disclosure, and cooperate with other specialized design work (including but not limited to landscape design, lighting design, signage system design, curtain wall design, indoor secondary decoration design, etc.) and other work content specified in the bidding documents (including design contracts, the same below).

 

 

 

四、征集规则rules

本次国际征集工作分为三个阶段进行:第一阶段为“公开报名及资格预审”,第二阶段为“概念方案设计及评审阶段”;第三阶段为“确定中选单位”。

This international solicitation work is divided into three stages: the first stage is "open registration and pre-qualification", and the second stage is "conceptual design and evaluation stage"; The third stage is to determine the selected units.

1.报名要求

1.Application requirements

1.   报名单位须是国内外合法注册的独立法人企业或机构,可提供有效的营业执照或商业登记证明。

1.   Application agencies should be independent legal person enterprises or institutions legally registered at home and abroad with valid business licenses or business registration certificates. Those applied on its own or in a consortium must have Grade A qualification for domestic construction engineering design.

2.   允许联合体报名,联合体成员(含牵头单位)数量不超过3家;联合体各方不得再单独以自己名义,或者与另外的单位组成联合体参加本次征集活动。境外设计单位无资质要求但必须与境内符合资质的设计单位组成联合体。联合体牵头单位须为境内设计单位,牵头单位要求具备国内工程设计建筑行业甲级、建筑行业(建筑工程)专业甲级资质或综合甲级资质,联合体成员单位必须有一家为专门研究产业园区业态策划和运营的公司,或具有独立业务板块的部门。

2.   Joint venture registration is allowed, with no more than three members (including the leading unit) of the consortium; Each party of the consortium shall not individually participate in this solicitation activity in their own name or form a consortium with another unit. Overseas design units do not have qualification requirements, but must form a consortium with domestic design units that meet the qualifications. The leading unit of the consortium must be a domestic design unit, which is required to have Class A qualifications in the domestic engineering design and construction industry, professional Class A qualifications in the construction industry (building engineering), or comprehensive Class A qualifications. The member units of the consortium must have a company specializing in the planning and operation of industrial park formats, or a department with independent business sectors.

3.   本次征集活动不接受个人及个人组合报名。

******委员会将对进入入围评审的资格预审申请文件进行综合评审,评******委员会采用逐轮淘汰记名投票的方法,从合格申请单位中评选出4家入围单位,同时评选出1家备选申请单位。

Nomination Review: The Prequalification Review Committee will conduct a comprehensive review of the pre qualification application documents that have entered the shortlist review, including the applicant's industry reputation, design experience, project performance, proposed team for the project, conceptual proposals, and other materials. The pre qualification review committee adopts a round by round elimination and named voting method to select 4 shortlisted units from qualified applicants, and at the same time select 1 candidate applicant unit.

六、        优胜奖金和补偿金 The bonus

1.中选单位 Selected unit

签订设计合同共计920万元整,方案设计部分金额占比为90%,即828万元,业态策划部分金额占比为10%,即92万元。两项功能依完成情况由业主单位分别支付。

Signed a design contract totaling 9.2 million yuan, with the scheme design portion accounting for 90% of the total amount, or 8.28 million yuan, and the business planning portion accounting for 10% of the total amount, or 920000 yuan. The two functions will be paid separately by the owner unit based on their completion status.
